According to the legislation, Amtrak will have to dedicate at least one car per train “in which a ticketed passenger may transport a domesticated cat or dog in the same manner as a carry-on baggage.”
The dog or cat would need to be in a carrying case or kennel that complies with Amtrak size requirements for carry-on bags.

While Congress continued working on the legislation, Amtrak officially announced in November that it would begin letting pets ride on the busy Northeast Regional line, for $25 per pet after a successful pilot program.
Finally, in early December Congress passed the policy and pets on Amtrak is now a reality. Denham tweeted about the happy ocassion. “Years of effort pay off! Lily is thrilled.”
