Fur Moms, like human Moms, often need to remind their kids who is the parent. If not, the puppies may start to think they hold all of the kibble, as it were, in their dog/puppy relationship.
Of course, that does not mean they love their pups less when they discipline or show disinterest. However, it goes a long way in teaching the puppy who is boss!
While we may feel sorry for the puppy after it is punished we have to remember that Mom knows what she is doing. Sometimes we just have to allow it to happen.
Dogs have their own brand of communication and, unless it becomes overly aggressive, we need to make room for that form of correction.
